Labor Shortages, Apprenticeships, and the New Reality Impacting Construction Costs

If you are planning a construction project in 2025 and beyond, you need to factor in two unstoppable forces: volatile costs and chronic labor shortages.

These are major factors in today’s marketplace and can impact costs substantially. We are talking about structural changes that are reshaping how projects are priced, staffed, and delivered, right now.

1. Escalation Is Still Alive and Well

Despite hopes that inflation would cool, major construction materials continue to rise:

● Concrete: Costs have surged 6.7% year-over-year

● Structural Steel: Up 5–7% even after last year’s big jumps

● MEP Equipment: Lead times are stretching to 6–12 months with prices 10–15% higher

If your team is still relying on unit costs from 2024, you are navigating blindfolded.
Costs change weekly. Estimating based on outdated data is no longer just risky. It is reckless.

2. Labor Shortages Are Getting Worse, Not Better

Labor gaps or shortages will require premiums to be added to reflect low productivity, added supervision, training costs, added health and safety requirements and prolonged schedules with associated cost to critical activities. We are also seeing scheduling impact charges, rush premiums, padded contingencies all driven by labor gaps.

3. What This Means for Project Costs and Planning

The ripple effects are immediate and real:

● Less competition: Mid-size public projects that once attracted 8–10 bidders are now lucky to get 2–3. Less competition means higher bids.

● Risk pricing is baked in: Contractors are submitting more conservative bids because they know volatility and higher labor costs are here to stay.

● Estimates are routinely 10–12% higher than planned, even when forecasting is conservative. Proformas and project budgets can be blown early in the design cycle if estimates are not realsitic.

4. What Smart Owners and Developers Are Doing

In this climate, the most successful teams are shifting how they think about cost management:

● Initiating value engineering (VE) early instead of waiting until bids come in

● Negotiating escalation clauses into contracts, especially for long-lead items

● Be open to material and equipment alternatives to assist with competition in terms of costs and schedules

● Demanding real-time cost intelligence from estimators, not relying on static quarterly reports

● Integrating estimators into the design process rather than sporadically getting estimating involvement. Make the estimator provide continuous input on materials and system selections early in the design process.

I recently had the opportunity to attend the ABA Forum on Construction Law's 2025 Annual Meeting in Austin, Texas. This meeting is always a highlight. The primary focus was on the critical issues facing contractors in today's market, and the sessions were incredibly informative.

A major takeaway for me was the emphasis on pre-construction services. It's clear that these services are no longer just a nice-to-have; they're essential for the success of modern construction projects. The panelists provided valuable insights into best practices, the importance of clear communication, and the challenges involved in this crucial phase.

The meeting also featured a wide range of other relevant topics, including productivity and disruption claims, subcontractor relations, surety issues, and delegated design management. The content was top-notch, and I left with a wealth of knowledge to apply at The Primestone Group.

But beyond the educational value, what truly struck me about this conference was the atmosphere. It seemed less like a formal conference and more like a reunion of old friends. Many of the attendees have been involved with the ABA Forum on Construction Law for a long time, and catching up with familiar faces is always a pleasure. For me, it was more than just a professional gathering; it was a chance to reconnect with people I've known and respected for years. "While certainly not the oldest, being part of the team helping support the construction of the new Australian Embassy in DC by providing cost management will be one project that I will never forget. Starting construction right before the pandemic brought so many unpredictable factors (supply chain disruptions, labor shortages, rising material costs) all of which made cost management particularly challenging. Ultimately, we adapted to the situation as a team and worked together to complete the project."

"I started school wanting to be an electrical engineer because I was fascinated by technology. However, as I progressed, I became more interested in the broader aspects of construction, like managing projects and coordinating teams. What This Means for A/E Firms and Project Owners

On Friday, March 14, 2025, President Trump revoked Executive Order 14026, rolling back the federal contractor minimum wage from $17.75 per hour down to the prior EO 13658 level of $13.30.

While political debates rage on, here’s what really matters for A/E firms, contractors, and project owners: pricing strategies and claims just got messy.

If you're in the middle of cost estimating for federal projects stop and re-check your assumptions.

Labor costs are no longer locked to $17.75. On paper, you can now revert to contract wage determination rates, but should you? If you continue paying at the higher rate, will the government honor pending price adjustment requests tied to the now-revoked EO 14026? Or will they stall, leaving contractors holding the bag? Clarification is required.

If you prepare your estimate using lower wage rates and the change in law gets rescinded what will the outcome be on bid day?

Project owners: buckle up.

If you’re working with service or construction contractors, this shift will ripple into your cost baselines. Claims are coming not later, but now.

Contractors who budgeted around EO 14026 will likely seek equitable adjustments or dispute denied price adjustments-the contract might not cover downward price adjustments, however best to check. Expect increased audits, more claims consulting work, and tough conversations about fair compensation versus legal obligation. Depending on your current contract agreements you may not realize any savings. Contractor’s may claim the change in law prevented adequate staffing being available-one of many possible arguments.

A/E Firms: This changes your forecasting immediately.

Cost estimators can’t rely on last quarter’s assumptions. Pricing inputs need to reflect this new reality but also anticipate market reluctance to lower wages overnight. Many contractors won’t reduce rates out of fear of losing labor, especially in a still-tight construction labor market. The result? Estimates that don’t align with real bid pricing, leading to unexpected deltas. As with multiple changes to tariffs will this latest change of law be rescinded at some point.

One more thing (and it’s a big one):

We’ve been asked if this only impacts private contracts. The answer: no. This applies to certain federal service and construction contracts covered by the Davis-Bacon Act (DBA) and Service Contract Act (SCA). The DBA and SCA set wage floors for specific trades and classifications, but EO 14026 required contractors to pay the higher of those wage determinations or the EO minimum wage. Now that EO 14026 is revoked, contractors are no longer required to pay above those DBA or SCA rates unless they choose to for labor retention.

Most trade classifications according to Davis-Bacon schedules are above the $17.75 level however it depends on the geographic location and the construction labor classification. We suggest a quick review of any current Davis-Bacon schedules that may be applicable to your specific project type and location. If the project is weighted towards unskilled labor, then the impact to your project needs to be reviewed.

Translation:

If your DBA or SCA rate was already higher than $17.75, this change is largely irrelevant.
If it was lower, you’re in the danger zone. Cost estimates, claims, and price adjustments are going to be hot topics over the next few months.

The big question: Will price adjustments already in progress be honored or denied?

Our prediction: litigation and claims activity will surge by summer and confusion will reign.
